Devil's advocate?! eh... heh, well, that's how it's done: Robert, God bless his soul, was so excited to represent his constituents, to the most underprivileged ones, that he was tirelessly trying to connect with the young people in the hood in the genuine effort to curtail the gang related deaths, violence, and drug abuse which has become endemic in the suburban areas he vowed to protect even if his life depended on it. 

It is during one of his visits to the poor neighbourhood when the mayor selflessly offered himself to the company of locals who merely wanted to greet the mayor and asked him for a group photo, which was later and so malevolently published by the big media where Ford's enemies schemed to smear mayor's pristine and hard earned reputation as a hard working father, football player couch, community leader, and chief magistrate of the forth largest municipality in North America.

The youth invited the unsuspecting mayor inside and he wanting to be polite for the lack of a better judgement at a time accepted the invitation. Inside he was offered a couple of beers, after which the mayor was deeply engaged in conversation about what do the local kids want to have him improve in their area and what are the problems they face on the day to day struggle through life living in the ghetto. 

Someone at that point has offered the mayor the pipe and he has puffed on it, out of politeness perhaps, since he does not smoke regularly and has no experience with smoking or drugs whatsoever and while being "hammered" he made a  mental slip while being confused, excited, and fairly intoxicated from alcohol.
