The city of Toronto is spending around $30,000 a year per homeless, plus $2.5 million in private funding, and additional spending done by various charities, never mind the donations by private citizens who are not suppose to worry about helping the homeless since it is the government's obligation under the international law to house and feed all its citizenry. if there are homeless on the streets then the government has failed to deliver on its first and most important mandate, UN Declartation of Human Rights article 25, which is to protect and fairly represent the interests and vital needs of the citizens, otherwise who needs a government who's performance is not even keeping people housed, clothed, fed, and alive. Our individual share of the national GDP and resources which we all equally own and elect public officials to represent in our best interests, should be enough to sustain the basic functions of life in a civilized and dignified manner. Participation in the free market economy of the private sector should not be forced by the threat of survival.
